What’s the best TV villain in the past 15 years?

My husband and I were watching Primeval last night and admiring their villain — Helen Cutter. And we started talking about the dearth of awesome villains on TV.

So we want to know, what’s your choice. It has to be a recurring or regular character, not a one- or two-shot. And villains who are eventually turned into heroes — a la Spike, from Buffy — don’t count.

We’re debating whether or not whole races count — The Borg, for instance, or Daleks.

These are the things tired parents ponder on Sunday nights.

    No votes for the Mayor from Buffy Season 3? What about Bester from Babylon 5?

    I few people I talked to suggested Batman or Superman villans (Lex Luthor (Smallville), Joker (Batman Animated Series) but I’m not sure they count since they are riding the caot-tails of much more interesting comic-book versions of themselves.

    I’ve got a vote in for Baal from Stargate SG1.

    Joker form Batman.
    I mean, he was the first of his kind, a sarcastic, ‘happy’ and yet cynical villain that, compared to Batman was way more social, a real role reversal, and a extremely risky step.
